Call for public inquiry into racist harassment of Mal Hussain

Re: Public inquiry into the treatment of Malazam Hussain

Dear Home Secretary

I am writing to request a decision on our repeated call for a public inquiry into the experiences of Mal Hussain and Linda Livingstone on the Ryelands Estate in Lancaster in the last eleven years. This case highlights a systematic and multi agency failure in dealing with perpetrators of severe racist harassment of Mal and Linda by residents on the estate, including attempts to his life through petrol bombs and live bullets.

Despite our repeated calls on you and your predecessor to consider instigating a public inquiry in this case, we have not even received an acknowledgement from you since our first letter to the then Home Secretary Jack Straw in November 2000. We are also aware that others including Bill Morris, the General Secretary of the TGWU have written letters, supporting our call for a public inquiry.

I would like to draw your attention to a recent written question asked by Harry Cohen MP: Accession No. 933840169, 24.10.2002 ‘To ask the Secretary of State for the Home Department, if he will set up a public inquiry into the case of Mal Hussain of the Ryelands estate in Lancaster and the role of the public authorities in protecting him from racial harassment; and if he will make a statement.’

The continuing harassment and the repeated failure by the agencies to deal with it are having a terrible detrimental impact on Mal’s health. This is further compounded by the lack of response from the Home Office.

I enclose the latest signatures in support of Mal and Linda’s call for a public inquiry.

Dear Home Secretary,

I am writing to support the call from the National Assembly Against Racism (NAAR) for a public inquiry in the case of Mal Hussain since it was first made in November 2000. The call for action from NAAR follows after nine years of intense racist harassment, suffered by Mal Hussain and his partner, Linda Livingstone, on the Ryelands estate in Lancaster.

The catalogue of daily harassment includes firebombs and live bullets, daily and constant hounding by residents of the estate against the failure of the Lancashire Constabulary, the Lancaster City Council and the Crown Prosecution Service to take action against the perpetrators.

I request immediate action concerning this matter.
